I really don't understand whats the problem.

This will affect all the 18- content, so why not all the studios make all the ecchi/perverted animes 18+ so they won't be affected?.

Ratings for manga in japan are very simple, you have porn which is only available to people over 18, and then you have everything else. Making an anime or manga R-18 would be classifying it as porn. I don't think I need to tell you how this is business suicide.

I heard this also include homosexual manga (no, im not talking about yaoi or yuri only) of any kind.

Basically anything that is against the "moral of the society".

Considering that ishihara is an homophobic person, it may affect good animes that are not ecchi/perverted like hourou musuko (drama manga/anime about transsexuality) or aoi hana (shoujo ai lesbian drama manga/anime).

Im not against make animes that show naked women doing perverted stuff being 18+ (which would be normal) but i don't like the idea of have awesome realistic and dramatic animes like "hourou musuko" or "aoi hana" be prohibited just because are taboo or go against the moral of an homophobic person.

The criterion as defined by Rule 2, Paragraph 1, Article 8 of the Tokyo Metropolitan Law: Comics, animation and other images (excluding photographs) that improperly glorify or exaggerate, through their depiction or presentation of, acts of sexual intercourse that violate penal laws or sexual conducts or acts of sexual intercourse between close relatives who are legally prohibited from marriage, and as a result may be harmful to the wholesome development of young people and impede their ability to form healthy impressions about sex.

Couple notes.
First, it doesn't say just photographcs, 実写 applies to any real images (meaning, films as well)
Also, 性交類似行為 is acts simulating sexual intercourse (fondling, petting, and other sexually suggestive actions other than intercourse)

Also keep in mind that it is up to THEM to decide if they feel it glorifies the above actions.

Which is unbelievably hypocritical, since Ishihara himself wrote and published novels and films that depicts teenagers having sex, engage in violent, criminal acts, etc. That's why he excludes novels and films.

Japanese seinen magazines sold for mature older readers (20~40s) are sold at book stands, train station booths, and vending machines.
If they were to become labeled "adult only" then it would disappear from their usual places, where it's convenient for working class men to pick up when they're heading for work.
This would totally DESTROY the seinen market.
In order to avoid this, they would have to self-censor themselves, destroying the creative process. It's a lose-lose situation.

People outside of Japan don't get it because you have no visual understanding of how these market in Japan works.

The bill was already rejected once in June, wasn't it? I hope that if this stupid bill of theirs fails a second time (Which isn't looking very good at all if the initial results are 12-113, but...) they'll just go the hell away and not try to get the bill passed a third time.

This sucks. I always thought Japan's lax censorship policies were perfectly fair and reasonable, this Youth Ordinance Bill is bullshit and I hope the Prime Minister can convince his party of that.
