Gantz could be a good choice, yeah. It does have a somewhat coherent storyline, and plenty of action. The fanservice is not abundant, as in, it doesn't appear in every other scene, but they do take it a bit further than most other animes when it does show up.
I'd recommend Goshuushou-sama Ninomiya-Kun, it doesn't really have a great plot or anything, but it's both ecchi and cute at the same time, it somehow manages to evade the traps that make so many ecchi-based shows just plain tacky.

I'll third Gantz, since I just started it myself and it's pretty good.
I liked Ikki Tousen and Ikki Tousen: Dragon Destiny as well. The second season was pretty cool because they had a bunch of pre-established characters from the first season then expanded on the series. It was nostalgic. Godannar wasn't too bad story-line wise, but it wasn't great. However, it does make up somewhat by having an uber-helping of fanservice and good comedy.

Cause that anime absolutely sucked. There was no storyline whatsoever, just so made up shit about time travelling or whatever. Stupid and a waste of time. I'll never get the time I watch that anime back, ever.

I admit I only read the first volume of Gantz before dropping it (too dark for me), but even though it did have some nudity, it did not strike me as something I would label "ecchi". I guess I connect the work "ecchi" too strongly with comedy anime and manga.
The titles that jump to my mind when someone askes for ecchi are things like;
