At the most, it might share the same timeline or characters, but it is just a spinoff. Even the same events happen differently. You don't really need to watch the first season, but it helps to know the characters beforehand, I guess. The first one was... somewhat enjoyable.

Probably more like events will be shifted around a bit. Just like how Saten meets Kuroko Mikoto in the first episode.

just wondering why kuroko's ability doesn't classify as a level 5 one. i'm under the impression that she can teleport objects into other ones from episode 1? what i get from what she said was that she could teleport her metal sticks into other people which would kill them instantly (probably). doesn't that make her really overpowered?

oh and will touma show up in the railgun series at all? and where do these events take place in relation to the first index series?

Do we have any idea what the standard is? I'd imagine that she's only ranked 4 because of range and precision limitations. There's nothing that says low ranked psychics can't kill people.

Also, Touma will probably show up (he does in the manga). He's a side character, but tends to get chapters devoted to him every so often. Chronologically, Railgun starts about a week before Index starts, and will catch up in a few episodes.We'll likely see the bridge scene from Index episode 1, for example.

Indeed, it's probably Kuroko's range, time taken to teleport something, accuracy and "group size" of teleported projectiles at the intended point of landing that is keeping her at level 4.

Well, teleportation could involve a vector. We don't know. Even if she could though, that doesn't mean that she's level 5, just that Accelerator has a weakness to teleportation. I don't think he actually does though.

The drawbacks of Kuroko powers is that there are certain limits of what she can teleport. She can only teleport anything that weighs around 130-137 kilograms, to anywhere in an radius of around 81-85 meters. Furthermore she has to calculate the accuracy to teleport the object to it's destination as a slight miscalculation may teleport the objects slightly or farther away from it's intended destination. Another drawback is that she has to touch the object first before teleporting it which can leave her at a disadvantage if the object she wants to teleport is beyond her reach and is heavily guarded.

I doubt touching is what is keeping her from going onto lv 5...

Non-touch teleport is a different ability, and not a more advanced form of the same thing.

As someone pointed out, there is also a weight range of her teleports.

then my question is why Mikoto does not use the coin to attack Touma in the Index series?

You mean at the start? She does, but instead of Touma blocking it Mikoto shoots the coin past him to intimidate him. It's a spinoff after all, certain elements are going to be slightly different from Index.
