Madmen, considering there's apparently some asshole out there who thinks ordering cute Imoutos to attack someone as absurd as Accelerator with peashooters is a worthwhile endeavor. The last Imouto didn't know what his true power was, but surely her superiors know that someone like her has no chance of actually harming/killing him.

We haven't seen Accelerator doing anything besides killing his would-be "assassins". Well, his mental instability and eagerness to kill might be good reasons for not wanting him running around loose...

Save an Imouto now, operators are standing by.

if it follows the novels plot line then from what i know from people that have read it

they were created for the purpose of dying to him, in order to push accelerator to the next and ultimate level 6.

and it's not madmen, it's actually the city AI system itself that created the plan and them in order to force accelerators evolution along.

Touma vs Accelerator! Fight-to!

Spoiler for Chap 18 "Weakest vs Strongest":

- Touma standing up to Accelerator was pretty cool of him. Some how I'm already mentally prepared for the Anime to downplay it -_-

- And he certainly has a thing for damsels in distress. He saved Imouto's live, but now he has to deal with the strongest psychic.

- As the fight begins, Accelerator certainly wasted no time getting down to business overpowering Touma with the I-beams around the construction site. As expected, Touma isn't fast enough to react, and his imagine breaker can't stop the physical attacks.

- Touma narrowly cheats death, but now Accelerator is beginning to suspect something about his hand.

Chapter 15 is out at last.

Kuroko grabbed Touma's forearm, not hand, and failed to teleport... But then she's holding his hand in the next panel, so...?

And Touma finds a teddy bear under the bed that conveniently explains the whole story. When no one was looking, Tree Diagram ordered twenty thousand clones. It ordered 20,000 clones. That's as many as two hundred hundreds. And that's terrible.

Considering the "training" method, I don't think they'd like what they end up with even if they did manage to level up Accelerator. God knows why they want that guy even more overpowered, unless they're really that confident they can keep a leash on him in their quest for World Domination or whatever it is they want. "FOR SCIENCE!"?

Just the usual Toaru Majutsu no Index-leveled plot devices~ Don't bother with it.

As for Mikoto she wants to save her imoutos but does not know a solution. Hopefully her POV in her discovery about Accelerator would be covered in the Railgun manga.

I have a theory on why they want Accelerator to be lvl 6

I believe that they are gearing up and try to make strong Lvl 5 and Lvl 6 because maybe they know that Index is within the city and Church isnt going go let her stay within the city. Since the satelight that Mikoto destoryed in the beginning was actually was to monitor everything and ID everybody, since it is down the Church can send Allies and Agents to come in without notice and take Index. I think that those guys who made the clones, also have plans for Index in the future by using those books that inside her hear. So they want to make stronger Lvl 5 and Lvl 6 to protect their city and their own plans

BTW, Kuroko wont be in Touma's harem any time soon, because he got too many already. She is hot for only one person that Onee-sama.

Index hasn't been around that long, and the Church didn't have any problems from the Academy sending Team Firestarter in to retrieve her in the first arc. Touma made some noise, but he was doing his own thing.

Nah, Kuroko isn't a harem girl. She's a "love rival". Although I think she doesn't actually acknowledge Touma as her rival until like the end of vol 8.
