Hm, try The Melancholy of Haruhi Suzumiya, I think you'll like it (description in the link). It's a cute comedy with some romance and action.

This - although these two would be more "comedy" as opposed to "romance" genre wise, I think. Be aware that iM@S does have one character who (thus far) falls into the "bouncing" category you hate though.
Hmm ... are you open to more "serious" themes? If so currently airing Usagi Drop and Ikoku Meiro no Croisee might be to your liking too. While not really either comedy or romance you might like the Aria series or the Tamayura OVA's, and if you are fine with "sad" themes the Kowarereke no Orgel OVA is a possibility.

If the former, I also thought it was quite sad ... but still liked it a lot. Then again, I like the tragedy genre ... so there you are.

How about Lucky Star? I will add Azumanga Daioh to the list too.
Hanasaku Iroha is kinda "soap opera'y" ... I am enjoying it, but not as much as, say Ikoku Meiro or Usagi Drop. Nichijou is zany and really random humor (almost as if the show were having a fit of physical spasms) ... I happen to like it, but it is not to everyone's tastes - be aware that many are of the opinion that the season's second half is generally higher in quality than the first half.

I recommend REC. You can watch it all in an evening. No action, but romance, comedy, and some drama as well.
How about a show with a cute male? Chi's Sweet Home may be one of the cutest anime shows ever made.

Denpa Onna to Seishun Otoko and Shinryaku! Ika Musume are chock full of cuteness. You could also try Sketchbook: Full Color's - I've only recently started watching it but can already see I'm going to like it.

My recommendations would be:
Ore no Imouto ga Konna ni Kawaii Wake ga Nai!, plain imouto stuff Chobits!, cute walking androids Fortune Arterial, standard bishoujo heroines that you can find any in generic eroge Hoshizora e Kakaru Hashi, beautiful art but generic story Kowarekake no Orgel, nice art and story about a half-broken android packed in a single OVA |

Many of the series others have listed are on Crunchyroll. I'd start there. Funimation is another good bet. Also Hulu has a growing selection of anime, but many of their offerings are dubbed.
These are all legal streaming sites. Most shows that haven't been licensed in North America ("R1") like REC are distributed as unauthorized fansubs via BitTorrent and are listed on the main AnimeSuki site. Fansubs of licensed shows are off-limits on AnimeSuki. Some fansubs of unlicensed shows appear on YouTube and have yet to attract a "take-down" notice from their copyright holders. Chi is one example. (Remarkably AS had to remove Chi's Sweet Home from its listings, but the production committee doesn't appear to care about it being available on YouTube!)
