Image Resize

I have found lots of anime and game wallpapers that are both too high in resolution and large in size; it would be great if there is small program that resizes image files. Currently, I am using the online image editors to do it, but not just that the uploading of many files can eat away my bandwidth, it also takes quite a while to do so and my browser eats away the virtual memory too meaning that it is very inconvenient to use the online image editors. Is there any small programs that does a similar job?

More specifically, I need to resize the image files to both 1024x768 and 480x272.

Do you need to resize only, or do you also need to crop?

These are some I found that allow you to resize only (not crop):

This nifty 21kb download actually saved several hundreds of megabytes of bandwidth and a few hours of my time.

Go get a copy of the open-source GIMP. You can do nearly anything you want to graphics with that, and it's free as in "beer" and "speech." Versions for Windows, Linux and, I believe, Mac OS X.

You can try paint.net if you're on Windows. It's basically like the original paint on steroids, it has a very similar gui and it lets you do the more common tasks.
