Well in Issei's defense, he was traumatized by getting killed by a girl. Shinobu in the other hand spent so much time training that he has little people skills rather he developed frighting people skills.
Translators don't just pop out from thin air, you know? (=_=) In fact, saying something along the lines of "lol why nobody translates this" or "what are those translators doing out there lol?" could be very offensive for people that genuinely put effort to translating.

Spoiler for Vol 4 Chap 3 The Templation Bride Showdown!!Part 2:
Kaoru sighed heavily after hearing that and then she told Gogyo to advance to battle plan C which Gogyo replied yes immediately. Gogyo took Shinobu to a maid museum whose sponsor appeared to be Kaoru!! They were guided around the museum for a while then kaoru suddenly proposed to play a game where you can a valueable coupon card as a prize. Shinobu was forced to participate by Kaoru as he got a bad feeling about this. The rule was the player have to move their respective arm of leg to the designated circle and color according to the host(Kaoru). If the player cant move their body as designated then they lose. At first the game progessed slowly with Shinobu and Gogyo being the player but soon Luna and Elni joined in saying it was unfair for only Shinobu and Gogyo could play which Kaoru replied that the world is unfair itself. Elni decided to used a takoyaki to exchange for her and Luna’s rights to participate in the game to which Kaoru said that: “Kami-sama sure is mischievous” and accepted it. Gogyo was astonished at seeing asking Kaoru why she fell her Elni’s trap easily with just a takoyaki which Kaoru praised the deliciousness of the takoyaki. As the game continued, the pace of the actions kept getting faster but those were nothing to Shinobu who had received intense training since young and Gogyo who was the champion of the national kendo tournament. In contrast, Luna seemed to almost break won any moment which made Shinobu think about ending the game quickly. However Kaoru had issued the actions where Shinobu was put into a extremely dangerous situation: he was entangled with Luna and Gogyo. Kaoru decided to send the finishing strike by telling Shinobu to move his a bit which resulted in Luna and Gogyo broken down while issued erotic moaning. Shinobu asked what kidn of person did she think him of but soon decided to just ask why were she and Gogyo here. She explained to everyone about the test and method to pass the test. When Kaoru told them the method was Gogyo and Shinobu committed sexual act, Luna and Makina immediately rejected it saying that they wouldn’t allowed it. Kaoru hearing that proposed a game where two team would be formed. The first team is Gogyo and Kaoru. The second would be Luna. He regretted a little as he put his back against the wall while wondered if his house had become some kind of cottage. Makina and Elni accused Kaoru of copying Luna whereupon she gave them straight lie that this the maid night outfit. Shinobu immediately realized it thinking both Elni and Makina would as well but much to his chargin they thought it was the truth “Maid unexpectedly has some hidden side” “Maid sure is profound”. Only Gogyo seemed to knew that was a lie as well but it seemed that didn’t get through Elni and Makina . Kaoru walked in front of Shinobu and asked if he had washed his hands properly before meals which he replied he did. But Kaoru seemed to think of something mischievously then denied it whereupon Shinobu said that a gentleman didn’t lie. Luna joined in as well defending Shinobu and sniff his hand like a a dog to confirm the soap. Kaoru ignored Luna saying that only did she wash it by herself that she believed in it and put his finger into his mouth, licking it while leaving everyone dumdfounded. Luna soon recovered and did the same thing making Kaoru blamed her for copying whereupon she protested that she didn’t but soon put on cheerful face while licking Shinobu’s finger. Shinobu was cornered with no escape road and then Luna dealt the finishing blow by asking whether this was comfortable or not . Kaoru soon took action by putting Shinobu’s hand into her breast making him shocked in progress. I wouldn't be surprised if Mr. Gogyo and Shinobu had a slug match during that time.
