Still, would anything less than 20 years after the final "disappearance" of the Materials (and UD) allow for android technology that creates intelligent, artificial mages?

Jail created cloning techniques for copying mages and creating mages with cybernetic components, but that's different from creating a mage completely from machinery instead of flesh.

It's similar to creating a Unison Device, but that's a technology that no one's truly rediscovered. Even Sacred Heart and Asteon are just Intelligent Devices, without any Linker Cores of their own.
