Looks like it, interestingly the guys that did the Oreimo and Toradora games are collaborating on it.

No, you aren't. It looks like it'll be on the PS Vita or (less likely) The 3DS. Probably more similar to the Railgun PSP game then the Index brawler. Don't expect a western release anytime soon unless the dubs by Funimation are used to promote it.

Abit overkill to be developing it for the Vita.

And yes it's likely not going to be another brawler seeing as how it's Namco Bandai Games, and not Kadokawa Games, that's developing it.

Might actually be a galge.

Unlikely, given Touma's misfortune and that Gemstone is a product of the natural enviroment is a 0%. What will result is a healthy normal person (which is more open to learn magic). If you want a esper go inject it with drugs, etc
