well. consider main ability of her IS is manipulating water. it possibly to make balance between physical and long range area/support special attack

she also can have few tactic with her IS. For example like turning water into fog and creating surprised attack.

Tatenashi Sarashiki is not Russian, and she is not a Russian representative.

She is Japanese, and the 17th leader of Sarashiki family. Behind the cover of a traditional family with a long history, it's actually a secret organization fighting against another secret (this one evil) organization.

She is also the strongest student in IS Academy - the title of the president of student council goes to the strongest student. That's why she could be the president even though she is not a senior grade.

Also, There are tons of organizations and labs looking for a good IS pilot who could work as test pilot for their products, and IS Academy is the best place for that purpose, since most of world's talented IS pilot candidates are at IS Academy.
(Various matches and tournament done by Academy serve as a chance to benchmark each student and provide recruiting reference for these countries/organizations/labs)

That makes Tatenashi a top choice for recruiting, and apparantly Russia recruited her to test their new IS (probably 3rd Gen.) - the Mysterious Lady.

Again, she is not the Russian representative(or even candidate) since she is not Russian. The Russian wanted her to test their IS just because she is such a talented pilot.

Q. who assigned Byakku Shiki to Ichika and why?

A. Japanese government, and the reason is quite obvious.

Ichika is the only male in the world who can activate IS.
That means he is the single most important research material regarding 'utilization of IS by male' stuff.

I imagine there are a lot of men pissed at the current situation (not being able to use IS while women can) so funding for such research wouldn't be a problem.

Come on, there are 3 billion men in the world, and more than half of them wouldn't say 'no' to such research.
Just $10 investment per person would amount to $30 billion research fund, and I'm sure there would be many people who would invest more than just $10.

And since Ichika is Japanese citizen, the government of Japan could get to him first, claiming that he is under their responsibility. They would be idiots to miss such opportunity.

Why does Japanese government assign Byakku Shiki to Ichika...?

First, any activity he does with IS would provide them with valuable research data, and they don't have to cope with complex renting process for trainer IS.
(It was mention in the novel that the process to rent a trainer IS( for a couple hours or training)takes more than 24 hours.)

The more he uses IS, the more data they get.


Second, by making him a designated IS pilot, they could use it as diplomatic influence.
("If you share your latest IS technology with us, we would give you the latest research data regarding male IS pilot" stuff...)

Any data they get from 'researching' Ichika and Byakku Shiki is exempted from Alaska treaty - the mandatory disclosure of newly gained technology - becuase all the tests are being done inside IS Academy (The only place in the world where international jurisdiction doesn't apply) and also because Ichika is a male.

Becuase it was specified from the very early stage that IS could only be activated by woman, any international regulation regarding IS (including Alaska Treaty) specifically mentioned the pilot of IS as 'female.'

It is mentioned in the novel that there are ongoing debate regarding the application of regulation to 'male' pilot.
(It probably means that he could break some serious IS-related rules and not face immediate punishment.. nice!)

Q. What are the closed forms of IS for main characters?

Spoiler for Answer:

A. All ISs in closed form (except for Ichika) seem to take the shape of accessories that could be worn by pilots. So they would appear as something innocuous.

If I remember correctly, Ichika, Cecilia, Houki and Laura's IS in closed form are revealed as of yet.

Ichika - A gauntlet, partially covering his right hand and wrist.
Houki - A knotted string tied to her arm
Laura - A leg band (thigh band?) on her thigh.
Cecilia - An ear cuff on her ear.
Rin - ???
Charllote - ???
Tatenashi - ???

Chihuyu - unspecified, but considering the fan-service illustration from Vol.3 (swimsuit pic) it might be a leg band almost identical to Laura's
(In this case, it would be Laura who copied Chihuyu's style, considering her fanatic admiration toward Chihuyu from the past)

※It also means that there are flaws in Laura's fan-service illustrations in Vol.3, since she is not wearing her leg band those pics.
(In early part of Vol.3, she is described to be wearing her leg-band always - even when she is sleeping naked)
