No Pein IS the akatsuki leader. The person in the shadow says, "As the leader, failer is unacceptable". A more appropriate title for this thread would be, Maybe The Man In The Shadow Is....

But if you must technical with it, Pein is the only leader. And the one pulling the strings simply Founded it. However with the goals of Akatsuki, the person pulling the strings in no way, leads the group. Just tracks progress of what they do.

@Razor886: Its hard to understand because there is only one leader. For all we know the guy telling Pein to get Naruto could be a guy who hired him.

in issue 364 tobi is talking to the other 2 members from the shadow and reveals himself so i think this means he is the leader and also since he showed the sharingan that he is also obito

He's not the leader, he's simply the one who apparently either

A. Founded Akatsuki
B. Hired Akatsuki to do this job in return for giving them money/power
C. Did this to help everyone in the group

Either way he's the one Coordinating what Akatsuki is doing but not directly leading if you know what i mean.

If he was the leader or related in Akatsuki in some way...then i doubt he would agree or be okay with it that Hidan/Kakuzu killed his own brother.

This Pein knows quite alot about sealing things aswell. I am interested in the guys who started to invent such things.
