I mean complete stealth, vector doesn't hide his bluish eye visor completely. (The cutscenes, not the game). This also apply to Cocinnabilis in that the eye visor and sensor tail is exposed.

This actually give extreme advantage in case of hit-and run attack, since the sensor is scrambled and all you see is small target.

What's the point if his eyes are visible? Can't they see him?

Stratos already said about it's hard to hit human sized target charging at you, now imagine your only source of direction is a pair of golf-sized object that moved at high speed, good luck hitting the actual target.

Again, Complete Stealth only useful if you have something to counter it, therefore impossible to achieve (and useless even if you can achieve it). What's matter is that they're still effective in practice.

Nope if it's designed to insulate thermal system.

This is one of Lala's weakness in TLR Stratos, the heat piling up in Stealth Mode can be extremely dangerous.

Remember that for anything to work, it'll dump heat (hence very obvious infrared signature, machine or living beings alike). Insulating the heat means the waste heat has nowhere else to go, and might cause system damage, and finally the pilot itself as the pilot protection system fail.

That's very possible result actually, not that grave in case of person-based stealth instead of machine, but the limitation still apply. (death by heat isn't that uncommon)

How does one muffle their footsteps while wearing boots?

The boots has to be specifically designed.

Sometimes a footwear is louder/quieter on one terrain than other.
