I'm a bit puzzled over a reputation issue. I know from the FAQ that there's a "cooldown" period before you can give reputation to someone - specifically, you must hand out reputation to 10 other people before you can give reputation to that member a second time. In my experiences, this delay period has also come into effect when receiving reputation from a user. For example, say Aoie_Emesai reps a post of mine - I can't just turn around and give rep to a post of his, as the system will tell me that I have to wait before giving rep to him.
More recently, I've received rep back from a user (and possibly a second) who had very recently received rep from me. One exchange occurred within 24 hours, even. Is the limit that I stated above just something that was happening by chance and doesn't exist (misconception on my part), or is this an occasional slip-up in the system?

Misconception on your part I would suspect. The system is deterministic. It cannot slip-up occasionally but you can be lacking information.
Edit: To clarify, though I really do not want to keep harping back to reputation in this thread, the "cool down" only applies to rep you award. Meaning, you can give rep to someone who has given you rep, provided you last did so "a while ago". There is no relationship between you awarding and them awarding, per se. I really don't mean to doubt you, but are you absolutely positive about that? I tried to rep you just now but was told that I have to wait. I'm pretty sure (but not 100% positive) that I haven't repped you recently/within 10 people. I'm pretty sure that Seiji Sensei also noted this behavior of being unable to rep someone right after they gave you reputation, although perhaps he noted what I did (being unable to give back reputation because it seems like someone just gave reputation to you, when in reality you're still not 10 people away from them).
(And again, apologies for bringing up yet another question about reputation to this thread.)

You could always *cough* google it up, but yeah, it's afaik the biggest SNS (Social Networking Service) in Japan. So some sort of facebook thing, except it's still invite-only.
And I think sometime last year they made it so that you have to register a valid phone number with your account - therefore kinda barring new registrations from overseas. Dunno if it's changed now. It wouldn't be such a silly question if you googled it up a bit! edit: seems like you don't need it now! Darn, I should try getting one. Although if you use hotmail or yahoo email accounts you might have to provide a number.
