I really do not think alot of people know the origin of this picture which was a skit called Hyokin Zangeshitu(Hyokin confession room) from a cult show in the 80's called the "Oretachi Hyokin-Zoku" starring Beat Takeshi and other slap stick comedians of that era.

Within Wiki JP it states that this skit was created by the staffs since there were too many NG takes done by the actors that they had to penalize some people who were goofing around too much.
