It doesn't. It is more of a "way out" for pregnant teens and their fathers (since the father still has to serve a jail term if convicted before marriage). By not reporting the crime and both parents agreeing to a marriage, it is a way for them to "save face" and shield them from public view.

I had served with a couple of guys who are the same age as me, and are already fathers of a 5-year-old and a 6-year-old respectively. Emotionally, they are more mature than any of us "kids" (what they would call us despite all of us being same age or 1 year apart); one even gave me a condom during a nights-out (which they stayed out of).

Yep, because a person with a broken arm can get off faster, then someone whos just holding a kid. The PRIORITY is efficiency and time.
