really, you think so? well i think i made myself clear in that im talking about the anime-only story, i even think the stroy un-develop misaka wich doesnt feel like a main character in most of the series.

Finally, I've just finished watched the OVA of Railgun. So at the end of the OVA was actually Kuroko who's watching her onee-sama's all day!? WHY YOU LUCKY LESBIAN PERVERT!! I mean really, Kuroko?!

... I guess you missed something in the episode...

It was an Anti-Skill member causing it. She is using a device that disrupts an Esper's Personal Reality, making them feel like they are being watched upon and being stalked.

Oh sorry, I was talked about the last part of the OVA.

But ok, I don't know why is that woman who I'd really thought that she's an anti-skill member but apparently she's NOT to me? Talked about conspiracy ala Kamen Rider W's cases. I mean why? Just why? Why is that random anti-skill woman was the one who stalks Misaka all the time?

It's revenge. That woman was once a researcher from a prestigious school in Academy City but got fired because she failed to make a Level 5 esper. Blaming Tokiwadai which not only have one but two Level 5 espers(with one of them being Mikoto herself), she created a device that emit waves that cause discomfort to Electromasters like Mikoto. Her goal was to make Mikoto paranoid thus ruining Tokiwadai's image.

No, what I got from the end of the episode was that while the Anti-Skill member was responsible for some of Misaka's paranoia.

Kuroko was actually the curpuit for at least half of Misaka's sudden feeling of being watched because Kuroko was tailing/sneaking and stalking her the whole time as well to see if there was something wrong with her.
