In general the rule is that you can only regenerate what you had at the point you gained immortality. So things like scars and lost limbs don't get fixed. But that doesn't mean she can't create a functional limb out of magic; it just means that her "true" form would always only have one arm. It's like how Alexander Anderson has permanent war scars on his face even though he regenerates.

At this point Seras is a shape-shifter. She can look like anything she wants, she is a blob of dark energy. But still, her identity is fixed. Like how Alucard would always be a man with a moustache deep down, even if he takes a younger form mostly.

Just marathoned this after waiting all this time for it to finish. How competent/faithful an adaptation would manga readers say this was overall? Because, in spite of not having read the manga, I got a feeling these OVAs must've been rushed to some extent. There were never any breather moments (other than really jarring and silly comedy segments) and character development was very scarce. It was one big (and usually mindless) fight after another, akin to the DEEN adaptation of Fate/Stay Night: Unlimited Blade Works.

So yeah, overall I was somewhat disappointed. Save for some standout moments here and there (mostly involving the Major's character, as well as the entire Seras/Bernadotte/Zorin scenario), it wasn't as good as the praise I'd always read made me expect. Which is why I'm wondering if that impression might have anything to do with its quality/faithfulness as an adaptation.
