I'm not seeing how you don't see it's lacking of sense or logic...

With how little focus the two have together... Not to mention Yuuno obviously likes Nanoha. You don't just make pairings official at random without some lead up to it, or at least a nudge in that direction. At least when it comes to main characters we see all of the time.

I actually find Yuuno x Fate plausible. Not developed but plausible. Taken into consideration their characters, they can make a good, stable couple. Sadly, cood stable couples also mean "boring" couples in fiction, so they're doomed from the start because they have a good relationship xDU.

Add to that how Yuuno is taking Care of Arf. Fate's most trusted and loyal companion.

It makes more sense then Yuuno and Hayate, whom have never even spoken to eachother on screen, yet fans love to pair those two together.

Eh, I liked the idea of FatexChrono before they became siblings, and might possibly have been a little annoyed when that ship got struck by lightning, icebergs, torpedoes, and a derailed train.
