That is one way to look at it.
But to me, it looks like the U.S. is exporting it's moral standards. Everyone gets used to age ratings for holywood movies, which allow for quite some violence, but absolutely no sexual content.
Some years ago, 'beeping' over swearwords on TV was an unknown thing around here. Now it's normal. Why?
Popular internet platforms like Facebook push those same standards on foreign communities. Even on this very board you can get banned for posting a pair of drawn boobs.

Now Japan already had weird censoring rules themselves (lol pixelporn), but I am really wondering where this new idea of censoring came from.

Oh I agree that the US seems to be exporting its puritanical bent, which is not a good sign for the rest of the world. I don't see the advertisement as being bad--as a girl who finds other girls attractive I was pretty turned on by it to be honest. But the woman who stands on a soapbox inside of me was quietly raging about how they're exploiting homosexuality to sell a product.

Honestly, I should shut that woman up, because if they're exploiting homosexuality to sell a product, that means "the gayness" has reached a point where it's become more equal with heterosexuality--after all, heterosexual imagery has been used to sell products forever!

To be fair, the homosexual aspect is not the first thing I notice when watching that ad.
There is a cute girl and oh, there is another one. That's double good.
The girls' sexual preferences don't really matter for a pure voyeuristic experience like that. Tossing a man in there would just ruin it.

Really? The obvious intent is to simulate "kissing" between two girls by passing the candy from mouth to mouth. That's pretty well within Les Yay fanservice.

Oh, yes, I understand China's overbuilding problem. I wasn't questioning that at all. I'm not sure all the comments loaded on mine because most of them were fairly in-line with the content of the article--that China is pursuing massive expansion and construction to create an illusion of a boom where there really is not one.
