Does anyone know what language is used in these two OSTs? or what's the best place to ask a question like this?

The language used in those tracks is not a real language; it is a made-up language Yuki Kajiura likes using in her compositions, commonly referred to as "Kajiurago/Kajiuran". You can find out more about it here. (:
