No, it's not announcing anything, but I found the words/message rather sweet.

Actually, that was a parody on the scene in episode 2 of StrikerS (the scene where Nanoha and Hayate were watching Subaru and Teana from the window). In fact, Nanoha's lines are directly taken from that scene.

Nanoha: Those two seem to be worth bringing up (worth teaching), so I can take my time and teach them properly.

Of course, by "teaching," Nanoha is obviously referring to something else here in this art, judging from her action and nosebleed.

I found that image while browsing this site. It's filled with mostly SubaTea SS (fanfiction) and I think your instincts are correct. I also believe that the picture is by hinonoka.

To me it looks like: "マリエル主任に (??) に作ってもらいました"

It's really hard to see those two kanji in the middle there, but going by their general shape and the context of the comic I'm going to take a guess that they're "選抜."

So then... "I asked Director Mariel to make the choice/selection for me." in reference to her new form? Maybe...? (It'd explain the long blonde hair. )
