Hmm. Are you sure it's them? I assumed it was the girls below. Aside from them obviously selling cookies (although it's a different basket), the reason I thought it was them was because I swear I can hear Kanae Itou from the girl on the left, although there's not much to work with, since the scene is very quick. Can someone confirm that with their own ears?

The pumpkin girls had baskets with cookies not a box with cupcakes. Plus it was not very long from when Oreki bought/traded them for their sweet goodies. Removing their costumes in such a short amount of time would feel really strange to me. Especially since they seemed to be having a lot of fun being dressed that way.

...i dont know if this its been played before but the bgm during ep13 when oreki was looking at the pics and this ep 14 when chitanda was playing dog with irisu...is quite hiliarious...
...its like the perfect music for a dumb*** or witnessing something stupid...

It's the most recent episode (14) and the time (Mazui subs) is 9:33. All she basically says is "Huh?", so it can be hard to tell...

so whoever translated it as such was right.
