Both Midori no Hibi and Naruto are animated by Studio Pierrot... So it's not exactly "copyright infringing", even if they stuff Naruto himself in there...

The Naruto cosplayer was better drawn in the manga than in the anime. More details and authenticity in the manga. The anime version comes off as blobs of color.
