Diet plays a factor. Asians raised with a a first-world western diet (more meat) are usually taller than those raised with third-world diets (lots of rice/noodles). Also put into account physical activity and whatnot. You'll actually notice chinese further inland are not as tall or well-developed as Chinese living in Hong Kong/Taiwan/Shanghai. You'll also notice that in countries like Mainland China or Southeast Asian countries that the people who are wealthier are also usually healthier and better developed than the middle class or poor. Let's not even take into account athletes.

So for the most part, South Koreans and Japanese are for the most part healthier, taller, and in better shape than their equivalents in Mainland China.

Also note that this is based on an average. You'll still see people who come from poorer backgrounds but are taller/healthier (Basketballer Yao Ming being one example). And likewise people from wealthy backgrounds but are not as developed physically.
