Where are the proofs? Flares are intentionally designed to burn out in mid air/be safe. if they can be used as mortars then it is not flares they are using. The Vietnamese government need to show actual damage/intent.

They shot it as a warning. If they wanted harm, they would do what the Russians did and leave three dead fishermen floating in a boat.
