I was wondering whether the Railgun novels (Mikoto and co. goes to the city of art and tech or something something I can't recall) would be a possible arc if Railgun II is ever going to be made?

Well, Touma's 'precognition' is different to guessing the picture on the cards. It's more like sensing what kind of moves your opponent would make as they attack you; it's less of a supernatural ability and more like a extremely good reflex.
Not to mention it doesn't always work, and that according to Accel, if Touma even tries to consciously use it it wouldn't work.

"Surprise at the end of Index II" seems to imply after the season had ended.

I hope it's not Railgun II announcement cause that's not a surprise at all...

However, I remember reading somewhere that when the Railgun anime ended it was one day before the SISTERs arc began, so there isn't any leeway to make it the second part of a 2 cour season.

Well, J.C.Staff has every incentive to make more fillers for Railgun, seeing how big of a success it was for the first season and OVA.

if its railgun 2 coming this year, it migth be that the anime gets ahead of the manga(original source) while beign canonical, its something quite rare but has happened before, or maybe we will get some ss with character background.

...No, I doubt that. Unless Nishikiori is just trolling us and the surprise is just God's Right Seat showing up as an epilogue after the credits of the final ep. I could actually see that happening, it would discretely confirm a third season without outright stating it after all. It would also be more than we got from Shana II ending lol.
