This is where you can go to report hackers:

www.gunbound.net ~~ after you gone to the site click on help menu at top, from there you should see the reporting system.

As for the perfect delay avatar:

Headgear: Laurel Crown
Armour: Blackcoat
Eyewear: M.sunglasses
Flag: butterfly*


*note that there are other flags with same delay added to your avatar that you can choose, but they all vary in price.
