Something memorable

I do prefer english dubs over Japanese, but the dub has to be done very good, with no to min. editing to the video or original feel of the anime, and good translations.

length:doesn't matter, it can be a movie or series
Must have some romance, but not themed on romance alone. Absolutely no romance is unacceptable in most cases
Must have some action

Most important:good storyline, memorable characters, good character development

Other than that, it can be almost anything that kinda fits in with my favorites.

My favorites (order from top fav to least, not in strict order) (EDIT: mostly the top is my top favorites, the last 1/2 is not really ordered)
Eureka 7
Tengen Toppa Gurren Lagann
Cowboy Bebop
Akira (movie)
The Melancholy of Haruhi Suzumiya
Metropolis (movie)
Full metal Alchemist
FLCL
The Big O
Last Exile
s-Cry-ed
Neon Genesis Evangelion

Anime that gets a 'meh'
Pokemon, especially the recent seasons

I do like Naruto, but it needs less filler

Spoiler for 3 x 3 Eyes:

EDIT:Forgot FMA, pokemon

Something memorable...

Starblazers aka Space Battleship Yamato

I saw it when I was eight years old and it is still the show I remember most from when I was growing up. An Epic Space Opera, it really is one of the classics.

Nobody nowadays will even look twice at it because of the 1970's era animation, but I promise you, if you take the time to watch it, you won't regret it.

I can't find a good torrent for it though =(

Try the TV series "Vision of Escaflowne". Truly epic setting, imagery and soundtrack definitely make it a memorable experience. English dub is a no-no in this particular case though. It's a 90ies show and the dub just wasn't good, go with the original.

I'll list some of my favorite anime that have dubs, but I can not attest to the quality of their dubs whatsoever because I hate dubs and never watch them.

Honey & Clover
BECK: Mongolian Chop Squad
Full Metal Panic
Planetes

My recommendations:

RahXephon- A lot of good mecha action thrown at you but at its core it is an excellent love story.
Full Metal Panic-Comedy, action and romance all mixed in for an enjoyable experience.

I also prefer subs, but I do listen to the occasional dub for comparison.

BECK: MCS had a great dub with the caveats that they changed some songs to get rid of some 'engrish' (yes, the dub cast can sing), they changed the name of the guitar (possible rights issue), and they had to replace one of songs during the final concert (licensing issue).

I would rank Planetes' dub over FMP's, but both were very good.

I can't comment on H&C's dub, but the series is very good.

I'd like to add:
Read or Die (OAV) - Very memorable cast, great story, quite a bit of action, a bit of romance (depending on how you look at it). It's got a very good dub; I first watched it on TV as such.

R.O.D -The TV- - Sequel to R.O.D, different main characters (although the original characters do show up), great character development, more romance (kinda links into the OAV series). Dub cast is different, but in some ways is better.

Ditto. This was my first anime, and made quite an impact on me as well.

I would say Claymore because it certainly fits the slot of "memorable". They've started dubbing it but the dubbed videos are hard to find, because sites are deleting them left, right, and center. Better go with subbed. Also, it does start to get romantic near the end.

I would definately recommend Planetes.

I can't believe no one has recommended Fullmetal Alchemist yet. It only has some token romance though.

Honey and Clover is great but I'm not sure it's suited to your tastes....

But Planetes is a fine choice....though I will warn you that it starts slow.

I've seen almost all of FMA from Toonami, might watch FMA brotherhood(new, being released), but I'm so use to the dub

You know, you can watch Claymore by actually buying the DVDs.

Other suggestions include Noein, Baccano!, and Moribito, Guardian of the Sacred Spirit.
