Not in the sense you'd think. There was a manga based on the original game, but the story and characters in the anime were all original.

This was actually an adaptation of visual novels. (Games in other words). They also created an online gaming community based on the visual novels, which was evidently shut down years ago. (This is really common for some types of Japanese visual novel games). Anyhow you can go on Wikipedia and learn more about the visual novel releases.

True Tears is a very serious anime in the romance department so if you like something serious than you should watch this. It's not the greatest romance anime out there but it isn't the worst either, it's a good watch. I just didn't like the female lead that much and the romance kind of dragged but it's still worth watching.

it's a kind of wannabe-harem romance anime
but not the comedy harem
its hardcore romance if u say it like that
I think it was a good watch and it was worth it

simply said, a good romance anime

what was the point of the mother fabricating the fact that the two might be siblings?

it did nothing but delay the inevitable and really cause problems for another family

well I dont know the exact reason, too but I kinda have an idea
we've got to know that the mother of shinichiro doesnt like Hiromi, becuz Hiromis mum
their happened something between shinichiros parents and hiromis parents
so shinichiros mum hates their daughter as well and she dont want shinichiro and hiromi to have a "good" relationship

this is my take.

i think it's like being able to move on.
shinichirou's mom moved on from the hatred for hiromi's mom to accept her.
miyokichi moved on from his relationship with aiko(he decided that he had once loved aiko and that's enough and asked noe to put a curse on him).
aiko moved on from her unrequited love for shinichirou to become frens again with miyokichi.
hiromi moved on from being a free loader, and live on her own, also moved on from her dislike on snow, but that could be just because shinichirou's mom said the truth.
jun moved on from being an overprotective bro and decided to end the "contract" which allows noe to get back her tears
noe moved on from her grandma's death, that is the reason she lost her tear i guess.
yea, i noe im just trying to force everything to fit(couldn find on for shinichirou:/)

I think Shinichirou is pretty easy to fit into this model, actually: he was actually able to move.
Spoiler for True Tears finale:
