The Arkham series has been, atmospherically speaking, very dark so far. Robin is traditionally a very bright, silly character when placed in comparison with Batman, (even if terrible things end up happening to them) and since they didn't want to use Nightwing, this was the result. I'll reserve my judgment, these are the people who somehow made Scarecrow even MORE terrifying.
I'll admit that they were clearly inspired by Cole MacGrath, though... |

Huh, you know, if you just add in some bright shiny colors and Batman Forever's rubber batnipples, Arkham City Robin looks like Chris O Donnell's Robin.

Happy Fun Robin doesn't work in this setting, but they still wanted to use Robin. I don't see anything wrong. This isn't even the comic book canon anyway, and I would have thought you guys would have expected something like this.

So colour me surprised to see this news. Also the Robin is Tim Drake this has been confirmed by the creators there's also an alternative Red Robin costume. As for the looks, I think the costume looks great but the buzz cut makes him look like a hooligan.
