From the looks of it. I can only think of one recent anime that can spawn this. The last episode of Puella Magi Madoka Magica.

That what I think of too. I guess the Madoka gotten more delayed in Nanoha's universe then here. there was a 4koma of young Nanoha and Fate were watching episode 3.

TSAB Mahou Shojous have infinitely better lifes than Puella Magi , even if the power of even weak Puella Magis will probably be regarded as at least A Class Mages by the TSAB , and for Puella Magis like Homura, SSS .
