Although the series suggest yuri, the show is based on really close friendship between the cast members. Don't let what it looks like to cloud your mind and fog what it really is.

Ep9 practically spoils the entire two seasons for you (not like the others aren't spoilerific enough) so if you're not going to watch them before then there might not be much of a point after...

To get the full Nanoha experience you really should watch the first two seasons. The first season takes about five or six episodes to really get going and there are more than a few moments that'll make you cringe and question why you're watching at all but stick with it as it becomes very interesting when it finally gets serious. The second season is a must-see although it picks up where the first season ends so you'll be lost if you haven't seen season one.

Yuuno didn't have a device, and he was able to set up his Barrier Jacket.
Chrono set up Durandal after he has his Barrier Jacket on. That means the device is an independent factor. It just so happens that when in most cases when they set up their jacket, they would want their device out as well.
