To answer the topic question, hmm, tough choice, there are a number of game soundtracks I'm very fond of. If I absolutely had to choose one I would actually pick Final Fantasy XIII-2 (as controversial as it probably is). I like the adventurous gambles taken with some of the area themes, some paid off to great effect. And the Caius battle themes are standouts.

Honourable mentions would go to Soul Calibur III, Final Fantasy XIII, Persona 3 (including the additional tracks made for FES and Portable), and Okami. |

Wow, game OSTs.. I'd have to say my favourite right now, and FAR FAR ahead of any of the others if the soundtrack from the controversial VN "Katawa Shoujo"

Obvious answer would be Zelda of course, I couldn't come up with a game/series with a similar epic soundtrack, but well, opinions. I even bought the OoT OST back in 1999, loved the kokiri and gerudo theme especially.
The Tales series would be another obvious reply, but I'm trying to come up with something non-japanese instead now... which is harder than I expected. IIRC Mirrors Edge had quite the atmospheric soundtrack, but it's been a while since the release, so I might mistake it for another title.

Do the advertisements on the GTA games count as soundtrack?

I generally don't enjoy the full on soundtracks for any games, largely because I don't enjoy instrumentals at all. Music without vocals, or a visual element that it's being used as a set piece for, just doesn't do it for me.
That said, the one time I did buy video game music was after FF 8. For some reason, Eyes on Me, really did it for me. As far as I can recall, that's the only time I've ever purchased a video game soundtrack.
