That doesn't really explain her face expression after seeing him. She usually always have a smiling/happy face up, so her having a totally surprised/worn-down face after seeing him doesn't really depict that.

This chapter looks like it'll really be something else. I wouldn't have thought that Full Tuning of all people would be involved. This explains why Misaki seems to go out of her way to harass Mikoto. I wonder what she'll say if she hears about this. Hell, there's a chance we'll hear of this in NT7! I can't remember when last I was so hyped over a Railgun chapter.

For a joke: What if suddenly a young Touma appears in the flashback? (Yeah right that will never happen)

Back on topic: Actually it was shown that Misaki was involve in the project. Her picture was in the report Touma read in Misaka's room.

Its all a matter of perception- she's completed caught off guard by the appeaeance of her idol and had to compose herself to calm down and act like nothing.
