I would recommend Goshuushou-sama Ninomiya-kun. Its a romance/comedy/ecchi series.

I'll second Tonagura for being in the criteria you asked for, though I found it to be completely cliche and boring, but meh. If you like that kind of thing..

I'll second Tonagura! also. It is cliche but not boring IMO, because it was really funny. Mahoromatic is one that is not cliche and very funny, although the romance is not so prevalent until the end. Don't forget Onegai Teacher and Onegai Twins.
