I just thought of something odd. The evil spirits hide in the hearts of girls so that they can be reincarnated as their children, right? And the only way to make them come out is to "capture" that girl's heart, yes? But... in the normal course of events, wouldn't pretty much every girl fall in love with someone before having a child? I mean, barring rape or arranged marriage or whatever, people usually have children with people they love. Now, there won't necessarily be a demon nearby to send the spirit back to hell so they'll probably just hop into someone else afterwards, but I can't see how they expect to ever be reincarnated if it's that easy to drive them out. It makes no sense!

Thats true. But that would take a lot of years. What if she falls in love in around 10-15 years? And monitoring all those girls(assuming there are around 100,000 of them.) would be tough.

maybe they simply want the girls to fall in love in a controlled environment so they can capture the evil spirit. its like if the girl falls in love, the spirit goes out but hides in someone else again. so they want the falling to happen when they have someone to capture the spirit nearby.
