Yes, can you imagine 11 years old mother? Squick aside, their bodies haven't developed yet to fully support the baby, during pregnancy and after that.

The "19 years old" rule is not enforced mind you, just advised because that's the point where a girls body fully matured, and still developing, until the age of 35. Hence 25-30 being optimum age to have a child.

For women, there's what we call Men-o-pause (yes, a pun)where women stop getting their period (menstruation) and unable to procreate anymore. The age may vary, though 40-45 being the most common. There's no standard for men, though 60+ being considered 'improbable' (not impossible)

There's also various issue, such as systemic damage or sterility.

Systemic damage mean that procreation organs unable to work. For example, the mother's womb unable to carry a child, or pregnancy with huge risk of death. Testicular damage may do it for men.

Sterility can be caused by any factor.
