Look at this way, if Kallen's speaking and for there to be any sort of useful scene (or material. up to you.) Suzaku's the only person who fits that role.

Not quite - there's also possibly Millay visiting her - Or it might be that her father's coming to get her and she speaks to him. Or something...

Start what? Kallen's the heroine which makes all other female characters secondary. That may not mean minor, but it means not as important.

No. Unlike Kallen's case, it's NOT confirmed.
Nothing stops her from having a non-speaking scene.

Is Kallen's VA in the credits of Turn 11? No.
Did Kallen have important scenes in Turn 11? Yes.

I used to do so as well, but when you think about it it really is Kallen. She's been in every episode of the series and is heavily involved in the plot. She's also critical to it.
