Milking critical moments in Romance Manga is like a tradition in Romance Manga. There are too many to count the milk moments like this. Haruto wants to do it with Yuzuki, problem is he didn't have much of a social life to figure out signs indicating green light and sometimes logic seems to come to his mind first as oppose to what the tradition saying is "Man thinks with the lower half than the head", Haruto is the opposite.

This is a perfect case of how different women are from men. Neither of them did anything wrong they were just on two different wavelengths.

I still facepalm at them having to go straight the home base on the first shot. Is that a Japanese thing? Or is it just a rom-com manga thing?

If I were Haruto I honestly would have thought the exact same thing, she put out the signs that she was too tired and she went straight to bed

Haruto to me did the right more. If she wasn't really faking tiredness and Haruto went for it than I give him an A. Though in that situation, if Yuzuki was tired than he get an F for insensitivity, really hard. Yuzuki did give him a situation where he had to guess, Haruto took the safe choice instead of a risk.

if she was a little drunk, she would've had the courage to do it
plus she took a bath too
the only problem with what Yuzuki did was fake her tiredness

Could be a rouse to make Haruto show some initiative in the relationship, Yuzuki had been taking the initiative and kiss Haruto many times before. Though of course she could have picked a better time to do so. Haruto, well his mind is logic first before desire. Of course, all of this happen to milk out this step in the relationship before continuing to the next.

If this is reality then it is easy to see why Japan is facing a population drop. What kind of game is she playing? One night she must have a shower first and the next she comes home stinking from drinking and goes straight to bed. As for Haruto, the idea of going from 0 to 100 with no intervening steps is silly, but repeated in too many manga to count. (It is why I love Umi no Misaki. All bases are touched and no girl is neglected.)

Why not try kissing first? If she kisses back kiss harder. Move on to touching and loosening clothing and then consider whether going any further is mutually desired. How are they going to make love if he can't even hold her? And if she goes to bed a little spooning and cuddling should discover whether she is playing possum without violating her personally.
