Emi's motivation was the death of her father. How many of the demons she killed also had families? Normally you wouldn't think about that, since as non-humans they are "acceptable targets". Maou was probably using the same logic. He didn't see "people" to invade and kill, he saw "enemies" to defeat. Until Emi came from nowhere and bitch-slapped him with the idea that humans could match demons, that is.
