Well I guess it depends on how screening works. If it's person to person then she could show them things that'd more or less blow their minds. If it's machine scanning they'll barely find anything interesting other than her irises have weird color.

Touma was written in records to have a strong aim field but there is nothing to detect and no physical manifestation at all which is necessary. Esper abilities are ability to rewrite reality through your personal reality. But nothing happen on touma despite strong readings and no drugs or power level curriculum helps him which is why he is a level 0.

results are valued more by the scientist.

If there are no signs of esper ability, would they still let the girl partake in the curriculum? Or would they force her to leave or allow her to just live in AC but without the power curriculum?

You can try, unless there is actually on entrance requirement that I don't know of, pretty much anyone can enter the program.

But eventually you'll be deemed as a failure and treated poorly afterwards which lead to Skillout. Should you stay at level 0.

I think she would still under go the curriculum.... Remember: NOBODY in academy city (other than gemstone) show signs of Esper power until they go through the program.

The program is like initiation ceremony or something. If a student wanted to be an esper, he/she had to undergo the program. The problem is what come after. Not everybody show signs of Esper power. Those who didn't are deemed as level 0.

Alternative (without going through the Esper program), that girl is actually a researcher working in Academy city or some students taking up advance science course in university.

Thats just an excuse that skill out members give to justify joining gangs.

There are plenty of Level 0s and other low levels that live out their lives normally.

he would because its interesting and can be some sort of entertainment. That's the kind of being he/she/it is.

tears and blood doesn't effect when a level 0 turn into level 1. Its all about money

like I said before. Mikoto from level 1 to level 5 is a huge farce and huge lie by academy city. Read my previews post pertaining the level system of academy city.

A level 0 turning level 1 to level 5 is normal as long as academy city wants it to be. They can force one to be drugged beyond the ability of the body to respond if they want one to level up. The level upper music program proves that. Though that will cost more money!!!! and that's the issue.

Why spend time on someone who has poor beginning stats than someone who has higher stats from the beginning. A easier one to level up is much preferable than one who you need to grind to level up. Its all in the system

Anyone can enter academy city. Heck they even take on orphans that can be used as guinea pigs. You go under the curriculum test then the computer computes your potential then from then on. Your fate in academy city is set on stone.

Mikoto is like the student that is given all the best education, all the best teachers and lesson plans, but does that mean she would automatically rise to the top if she does nothing?

You have to ask yourself- how do they deem who has potential and who doesn't?

Sure maybe there is some convenient sci-fi answer to it but there is also a simpler real world explanation and that is by looking at her rate of improvement.

Remember, think of them as students.
