I have to agree. And I think there was a comic about that. Or was it Stern and Nanoha fighting over Fate... Either way, Stern is love. =3

That's because Nanoha is a supporting protagonist in a story about anti-villains. Stern fits right in with Fate, Wolkies, and the Numbers: all of them were designed to invoke sympathy while remaining antagonistic for a while.
