^ Well, she's still a member of Necessarius, and she seems to be very proud about it... Also, I don't think she cares much about blending in... mainly cause she lacks self awareness.

If your asking in the past when she was running away from the so called magicians that are after her which was given to her by necesarius as a defense mechanism or idea in planted on her so she will continues to run away and making it hard to catch her. It's easier to catch a non-moving thing than a moving one. Plus if it's in the even that before the walking church was destroyed then even if Index is running around. A normal magician won't be even hurt her because it can even survive an attack of a saint or being in sun for 3 days or is it 3 hours.

plus she also said that it feels nice to wear because it's not hot wearing it because wind just pass through it and the hairpin can be useful in fights.
