Electric charge is obviously deadly in water. But how can you control the range?

Magnetic mine is an effective underwater weapon, besides depth charges.

BTW, OT: what is the average height of an IS?

I can get the temperature increase part but temperature going down?

How does that work?

Yes and no, it's not range but direction and intensity

Manta ray use a short range biological taser, thus they have to hover above their prey. Electric eel need contact to discharge their energy.

Much of the energy spread too much, more so than in the air.

So it is the separation of the impurities that cause water to lose heat?

^haven't study Chemistry for a long time.

So an Electric Rod, I presume it would be appropriate for submerge use?

By the way, soldiers could use Lasers to pinpoint where to drop bomb, right? But how do they do it underwater? Using somekind of transmitting bug?

Simple answer: They didn't.

Torpedo are sonar guided, passive sonar means the torpedo simply follow the target's noise, while using active sonar means the torpedo follow the direction from special buoys dropped by Anti-submarine plane or directly transmitted by friendly ship.

Also, infantry pinpoint laser is so last season
