I'm continuing my work on the chapter-by-chapter light novel summaries on the Wiki.
There are still so many things left basically empty there, like the manga chapters and some of the episodes of Toaru Kagaku no Railgun.

Ah, so many things to do, and New Testament 3 is coming.

Well, we could always read the novels again in search for clues that Haimura let. Like that about Touma's Power;
Vol 2, chapter 3, part 1:
Though Kamijou's right hand is something that can destroy 'the world's power', it's still not that serious. If the power reverts back to the soil like fallen leaves, it can form a part of life--a 'destruction' that's a part of nature. Therefore, before Index realised that the 'Walking Church' got destroyed, she didn't realise this 'destruction of this harmony with nature'.

So every negation that Touma did was something that was done naturally? Why do I read that as magic/esper abilities returned to it's original state after it got destroyed by him?

I'm reading more in the lines of "natural death"; just like a creature dies, becomes a corpse and then becomes ashes we have that it seems that Touma's hand brings a "natural end" to things that he touches.

Absolutely nothing in the novel hints that Touma reverts something with his right hand, where has it is known for sure that he can destroy supernatural things with it; it matters not if they are things, "powers" or creatures.

Especially that part where he said 'reverts back to the soil'.

Because of that, I think that anything that got negated by Touma's hand become something that 'died' and after a certain process, can become a part of magician's mana or esper abilities again. Also, I don't think we've known for sure that whatever Touma did when he negate something makes their magic disappear or turn into something else.

Crack theory: Touma = Ouroburos. The serpent that devours itself, and a symbol of rebirth.

The 'serpent = Dragon' thing might come into play with this too.
