would it make sense if the IS can't get into earth orbit unassisted, but a kamen rider, with a little stroke of luck, can?

Well, no. No thruster, no flight capability (and if it has, limited)

But I think it would be hilarious if I.S. can't do reentry, while Kamen Rider can.... (I.S. in modern times are canonically optimized for atmospheric combat).

Of course, safe landing is another matter entirely. Landing on TOP of enemy with gravity-charged Rider kick? Rule of cool.

... He actually can do re-entry on his own. Also, he can get to somewhere near the exosphere using his bike which acts as a rocket. But he needs a tower, but in the scenario I have planned out, he demands to be shot out into orbit with the massdriver they were fighting on.

needless to say the command center was against it.

Would it be wierd if Ichika gets inspired by Gentarou's bullheadedness? Or would it be better that he doesn't think much of it?

Someone with real common sense might tell him to ride an I.S. instead. (Fastball special is optional)

Ichika might prefer to dimiss his eccentricity (though he might consider to be more open to people like Gentarou did), selective ignorance was built to his character after all.

The fascinating thing was that There was no time. They were trying to prevent an orbital weapon's launch. Instead of calmly waiting and planning on the ground and risk an immediate attack from way way out there. Gentarou sort of just winged it. The timely arrival of his back-up/supplies from his home universe was a kick boost too.

Though Ichika thinks very little when it comes to women and moves according to chivalry instead. Gentarou's actions stem from something... eccentric to say the least, I've yet to identify it but yeah...

I am very sure mixed gender Elite High School are very rare, probably owned privately and specially reserved for upper class male as well.

Elite School is mostly all-female, and all Public school are gender segregated. Balanced gender school tend to be mediocre private school instead.
