However, we have yet to confirm whether she truly is forbidden to use her summons. Also, there's the matter of the "true witch" contestant. We don't know what's the nature of the creatures with her and whether she uses them in the ring.
That's still a rule that would severely handicap any summoner, considering their combat style would naturally rely on a summon being present. A far better rule would be for the match to be ended the moment the summoner gets punched out, not ban summons altogether.

Or to put a limit on the number or height of summons he/she can call to the battlefield, to mantain his/her fightstyle without allowing them to summon a small army against a single individual. Summoners deserve some love indeed.

I don't see why Lutecia's summons would be forbidden. Sure they could be active even after Lutecia is knocked out, but I'm sure the match would be called if that happened like Keroko said.

Summoning does give the numbers advantage but then it would be the opponent's fault for not preventing the summoning in the first place.

Yup, Otto pointed very well the weaknesses of golem creation to Corona and most of those weakpoints can be exploited on summoners as well xD.

Then again, this is a magic girl series that wants to be a mecha show

"No, we must wait until they transform before we destroy them!"

That reminds me of a theory i had about why monsters wait patiently during Sailor Moon's transformation: The multicolored flashes of light during the secuence provoke a semi-epileptic effect on the monsters who suffer low-level attacks that prevents them from doing anything until the transformation is over XD.

On this tournament is showed by Miura and Micaiah that the mage is at least allowed to tranform into their magical clothings before starting the fight. I doubt they'll go to the lenghts of allowing a summoner to at least perform one summon before starting the fight as one of the weaknesses pointed by Otto is that the creator/summoner can be attacked during the performing of the summoning spell xD.

Pretty sure Lutecia isn't just going to be a D-Rank mage in this. No telling how powerful she'll be, exactly, but if she manages to beat her foes as a D-rank... that's kind of scary skilled. I'm not saying Lutecia isn't, but assuming the ranks probably go up to at least A, that's a high level of skill in my eyes.

That is not entirely correct. The contestants are supposed to set up before getting into the ring. What's the point of mandating all the constants to have devices of a certain level for safety if they don't use them?

I feel I should point out there are many, many episodes in transforming robot shows that focus on the villains preventing them from combining into the robot.

Another question, though, would be what local tournaments would Nanoha, Fate, and Hayate enter, since all of them resided on a non-administrated world until they were 15.

*suddenly remembers the upper age limit is 19 and has the mental image of StrikerS Fate and Nanoha entering the tournament*
IIRC isn't Subaru still under the age limit.

I doubt she could enter since she's trained Bureau personnel. You don't let pros fight in an amateur tournament.

Considering they talked about Erio and Caro entering, Bureau personnel aren't barred from the competition. I think the main reason Subaru won't enter is because she simply isn't interested in competitions of strength. The girl doesn't really like fighting, the main reason she joined the TSAB was to enter the disaster management and save people.

Thought it was inconsistent with what was shown in chapter 25, but her crotch region is covered by a SFX so I guess that's why.
