It doesn't necessarily have the eye candy of some of the competition, but for straight up raunchy humour, it's hard to beat Inukami. The second half of episode one has a tendency to drop jaws...

Anyways, The only like REALLY Fan-service centered anime I've seen would have to be They are my Masters all though I didn't finish it was pretty funny at times.
