Might have gotten a bit more advanced in my description than intended. I hope you find it useful for something at least. And the sig got..ugh, I'm not happy with it. Working on the sig and tutorial at the same time is annoying and blocks me. Good thing the tut is for learning, not copying.

Spoiler for Sig Tut 4th Installment:

Don't you think it looks better with the normal size? Uh?

As for your question

You can optimise PNG or Save the format as JPG, those are the best qualities that could remain under the Animesuki limits

Is there a way to rotate a image (custom rotation, not 90, 180 only) without change it?

For example:

In the first image theres a perfect circle, but when rotate it 180º it becomes an ellipse...

Press shift while rotating .. you can also look for an icon that look like a chain at top between the Width and Height.

Why do you want to rotate a circle in first place? .. I made a mistake with that chain icon, that is when you resizing .. so they keep the ratio..

After you enter transform mode, right click anywhere inside and select rotate, then press shift.. Use the corner box to rotate .. top-right, top left, bot-right, bot-left.. not the middle top, bot, right, left.

Well.. if its not an empty circle, I can see the point why he wanted to rotate a circle

You see, simply opening the pictures you provided and taking a precise look at them (with a little help of a ruler tool) has shown the core of the problem. Even though you imply that the circles are perfect, in fact, they are not. They are elliptical.

Therefore, rotating an ellipse makes yet another ellipse. If you want to make a PERFECT circle, do the following:

1) Click on the ellipse tool.
2) Click where you want to place the circle.
3) While holding the left mouse button (placing the circle), press AND HOLD the shift key. This makes sure it's still a circle. The same applies for squares, or manual layer resizing (free transform) without using any exact numbers.

C4Ds are used as brushes, or more likely brush packs, which can be downloaded from the net (Google, DeviantArt). You see, either GIMP or Photoshop have some limited basic brushes, like circles, squares, etc.. C4Ds are of a more random shape and are usually high-res, just like most of the user-created brushes you can find (grunge, tech, abstract, pretty much anything). Without these things, most people wouldn't achieve what they do in their signatures or would do it a lot slower.
