No. It is not possible for Archer to make it into Avalon, he's long since given up his search, and he can't actually leave the Counter Force. On top of that, he in no way shape or form deserves to go there.

I'm pretty sure the "Archer" in that picture isn't actually Archer but Emiya Shirou at the end of his life...

I think it's pretty obvious. The black line there is meant to represent death and it's clearly depicting Shirou's life up until then...

If you go by appearance alone then yeah. The context surrounding it however seems to suggest it's Emiya Shirou before his death.
